All citizens are given a choice... accept the implant and join the community, or die. Three men who choose freedom, Brody (David White, Mercy Streets), Jerry (Kevin Downes, Time Changer), and Dallas (Eric Roberts, National Security) become political prisoners on death row with just weeks to live. Once there, they meet a mysterious inmate, Luke (Stephen Baldwin, The Usual Suspects, Slap Shot 2), who holds the key to their salvation and mankind's ultimate survival. While Luke's answer appeals to Jerry and Dallas, Brody is not yet ready to listen to the truth.

With their executions looming ever closer, Brody and Jerry become desperate for a way out. Meanwhile, unbeknownst to the others CPF agents broker a deal with another inmate, Tom (Jeffrey Dean Morgan).
He may refuse the implant and live, but only if he's willing to go undercover as a Christian renegade and assassinate their leader,
Elijah. To do so, however, Tom will need Jerry and Brody to get close to him. Together, these three unlikely allies must escape the executioner's blade, thwart a manhunt by elite CPF operatives, and join forces with the world's most wanted fugitive.

Along the way, however, Tom begins to have a change of heart. Burdened by his conscience, he questions whether or not he can kill such a great man. With Jerry's hacker abilities and his unique situation, he just may have a shot at taking down the entire system and saving the planet.

In the end, each man will have to make his own choice. Join the resistance, give in to the system, or search for inner salvation. If they do not choose wisely, or if they fail, humanity will be marked for death, the resistance will collapse and the enemy will have taken every last human mind.
